The Aneel collegiate board of directors approved this morning (06/15) the homologation of the result and adjudication of the Belo Monte Hydroeletric Plant energy auction, held on April 20. Initially, the term for this step was predicted for July 1st. With the anticipation, the Agency’s Special Tender Commission (Comissão Especial de Licitações – CEL) disclosed today the process’ new estimated chronogram, which is available on Aneel’s page (www.aneel.gov.br), at Entrepreneur’s Space, in Generation Edict, year 2009, Auction nº. 006/2009).
Consórcio Norte Energia, winner of the bid, offered the bid of R$ 78 per Megawatt-hour (MWh), value 6.02% lesser than the top-price defined at R$ 83 per MWh. With the application of the tariff moderateness factor foreseen in the tender rules, the energy sales price reached R$ 77.97 per MWh. Seventy percent of the energy will be negotiated in the Regulated Contracting Environment (Ambiente de Contratação Regulada – ACR) and shall be prorated among 27 distribution companies. Three of them, however, may be penalized: Eletroacre, Companhia de Energia Elétrica do Alagoas (CEAL) and Celesc Distribuição S/A. Eletroacre did not contribute the participation guarantee by the determined deadline, while CEAL and Celesc are overdue on intra-sector obligations, according to ANEEL’s verification.
Besides this, 10% of the energy was designated for exclusive consumer use, which will integrate the Specific Purpose Society (Sociedade de Propósito Específico – SPE). The other 20% can be commercialized to other free consumers, large companies that acquire electricity directly from the generator, in the Free Contracting Environment (Ambiente de Contratação Livre – ACL), or on the short term market.
The auction’s winning group is formed by the companies Companhia Hidro Elétrica do São Francisco (CHESF), with 49.98%; Construtora Queiroz Galvão S/A, with 10.02%; Galvão Engenharia S/A, with 3.75%; Mendes Junior Trading Engenharia S/A, with 3.75%; Serveng-Civilsan S/A, with 3.75%; J Malucelli Construtora de Obras S/A, with 9.98%; Contern Construções e Comércio Ltda, with 3.75%; Cetenco Engenharia S/A, with 5%, and Gaia Energia e Participações, with 10.02%.
