The nine lots of lines and substation tendered in the Transmission Auction nº. 001/2010 held today (06/11), at BM&F Bovespa, in São Paulo, by the Brazilian Electricity Regulatory Agency (Agência Nacional de Energia Elétrica – Aneel) were auctioned with an average discount of 31.57% by five companies and by Consórcio Atlântico, which won lot D. Copel Geração e Transmissão won lots A and I, Empresa de Transmissão de Energia do Rio Grande do Sul auctioned off lots B and C, while Spanish Elecnor Transmissão de Energia S/A won lot E, Alupar Investimentos S/A took lot F and Companhia Hidro Elétrica do São Francisco won lots G and H, where the greatest discount took place, 51%. Lot F, won by Alupar, was the most sought out and the only one with speaker phone bids.
Aneel’s general-director, Nelson Hübner, celebrated the auction’s results. ‘It was a quite competitive auction, with the participation of private and government owned companies, national and international, but the great winner, truly, is the Brazilian consumer, who is going to pay a lower transmission tariff’, the general-director declared during a press conference.
At the auction, the companies and consortiums that offered the lowest Allowed Annual Revenue (Receita Anual Permitida – RAP)* for the service rendering were declared the winners. The discounts registered between the allowed annual revenue foreseen in the edict and the auction bids will represent tariff moderation, because the use tariff for the transmission systems is one of the components of the tariff paid by the final consumer to the distribution companies. lower tariffs also contribute to increase competitiveness in the national productive sector.
The transmission concession term in 30 years for construction, operation and maintenance of 708 Km on four lines and 11 substations on the Basic Network which will be built in seven states: São Paulo, Rio Grande do Sul, Pará, Maranhão, Mato Grosso, Alagoas and Bahia. The enterprises are going to generate 3,450 direct jobs and should go into operation within the next two years, with the exception of the Pólo Substation, to be installed in Camaçari (BA), which has the term of 18 months. The investments in the nine lots are estimated in R$700 million.
Phase Inversion – Since the auction was held by phase inversion, the delivery of documents for judicial, technical, economic-financial and fiscal qualification by the winning proponents takes place after the event.
Loyal Fulfillment Guarantee – The Loyal Fulfillment Guarantee should be contributed by the auction winners, in substitution of the previous guarantee. It corresponds to 5% of the investment value and should be contributed up to two days after the signing of the concession contract.
Estimated Chronogram – The winners shall deliver the documents for the qualification phase on June 18, from 9 a.m. to 2 p.m., at BM&F Bovespa, with the estimated result expected on June 25. The auction homologation and the adjudication of the concession are predicted for July 27. After the adjudication, the grant decrees will be published in the official daily Government Newspaper [Diário Oficial da União]. The concession contracts should be signed up to 20 days after the summoning.
