Fonte: ANEELThe three lots of transmission undertakings offered today (09/03) during Auction no. 006/2010 of the National Energy Agency (ANEEL) have all been snapped up by Companhia Hidro Elétrica do São Francisco(CHESF) with average discount of 50.90%

Five transmission lines with total length of 501 kilometers (km) and four substations were auctioned, with expected investments of about BRL 300 million and generation of 2,150 direct jobs in the states of Bahia, Ceará and Rio Grande do Norte.
With the discount, the total of the Annual Revenue Allowed (RAP)* by the bid for operating the facility will fall from BRL 39.175 million to BRL 19,235,264.00. This reduction will be reflected in low rates, as the RAP is part of the transmission costs that make up the electricity tariff.
The Chairman of the Special Committee of ANEEL, Hélvio War, stressed that the outcome of the auction is a reflection of the competition, which is always beneficial to society. He also stressed the value of senior discounts in each batch, especially of Lot A, with 59.21%, which almost reached a record 60% found in an auction held in 2008.
CHESF was responsible for offering the lowest RAP for the service. In Lot A, consisting of three lines and two substations, the company offered RAP of BRL 10,326.360, a figure 52.6% lower than the top one set for BRL 21.785.57,00. In Lot B, the most played, composed of a line and a substation, there were bids on speakerphone between the winner, which was also CHESF, and Afluente Transmissão de Energia Elétrica S/A. The winning revenue proposed was BRL 4,190,000.00, 59.21% below the top one of BRL 10,272,709.00. Lot C was crowned with the provision of BRL 4,718,904.00, 33.70% smaller than the maximum RAP of BRL 7,117,510.00. Here is the list of facilities auctioned in each lot.
The projects are planned in the Program of Transmission Expansion prepared by the Energy Research Company (EPE) and were evaluated for their technical and economic feasibility as the best alternative for entering the basic network of Central Generating of Wind Energy Auction Reserve No. 003/2009, held on December 14th, 2009.
Schedule – For the schedule of the auction, held by phase inversion, the documents relating to the qualification of winning tenderers must be delivered from 9am to 2pm on 09/10, with publication of the results in 09/16. The approval of the outcome of the auction and award of the concession is planned for 09/28. Delivery of the schedule and budget for construction of enterprises, as well as documents of Special Purpose Company (SPC) or the utility of transmission should be made until 35 days after the result announcement of the award in the Official Journal of the Union. The awarding of the concession is scheduled for 30 days later. The date of signing the contract will be disclosed and the deposit of guarantee faithful compliance must occur two days before signing the contract.
