ANEEL opens hearing to set a new standard for power meter

Consumers of electricity will have more participation and power over supervision of service received from the installation of smart electronic meters. The executive board of the National Energy Agency (ANEEL) approved on Tuesday (09/28) the opening of public hearing, with presential session, scheduled for December this year to discuss the model of the smart meter that will be installed in homes and commercial and industrial establishments served in low voltage*.
The draft resolution put on the hearing states that new equipment can determine the voltage supply and active and reactive power consumed** and record the number and duration of interruptions to calculate the indicators of individual quality (DIC and FIC***).
By the standard placed in consultation with civil society, the new meter should also inform the rate of consumption by time and allow remote communication between consumer and distributor for verification of consumption, disruption of supply and reconnection of service. Another proposal is that the device will enable the consumer to visualize the amount of energy consumed and information on continuity of supply.
The regulation submitted to the hearing proposes an 18-month term, from the publication of the resolution that will be adopted by the executive board, so that the distributors start using the new measurement system in new links or replacement, for any reason, of the existing system. Also according to the said regulation, consumers served with the new meters should be informed about the new features of the apparatus.
Even under the proposal, if the distributor elects to perform the exchange in consumer units that initially are not a target of the resolution, they should alert the consumer 30 days in advance, through specific mail, without any charge for any adjustments in the patterns. Initially, the residential consumer units "subgroup B1 – low income" are not framed in the proposal. 

Future steps – ANEEL still studying the creation of a plan to replace all 63 million meters in the long run, it will be the first step towards the installation of intelligent networks (smart grids). To this end, the Agency will parallel regulations that permit the collection of differentiated rates by time of consumption, which will enable consumers to manage their consumption, as already happens in the telephony service in which the rates vary according to the time of the call. In the future, smart metering will enable the registration of the energy generated by residential consumer units by means of solar panels and micro wind turbines, for example.
