The Brazilian Electricity Regulatory Agency (ANEEL) delegated the operationalization of auctions no. 2/2011 and no. 3/2011 to the Chamber of Electrical Energy Commercialization (CCEE), in accordance with dispatches published in today's Official Federal Gazette (2/22). The two events are projected for the second quarter of this year.

Auction no. 2/2011, called A-3, is for the purchase of energy from new undertakings, with supply beginning January 1, 2014, and auction no. 03/2011 with the objective of contracting reserve energy with supply beginning July 1, 2014, in accordance with MME Administrative Rule no. 113/2011. Auction A-3 shall negotiate 20-year contracts for wind energy and biomass or natural gas thermoelectric undertakings, and 30-year contracts for hydroelectric power sources.In the reserve auction, the 20-year contracts will be for generating biomass or wind energy.

With this delegation, it will up to the CCEE to carry out the activities pertinent to auction promotion, contracting the custody officer for participation and faithful compliance guarantees, performing all activities related to delivery control, postponement and release of guarantees, as stipulated in the announcements, and to provide ANEEL a detailed list of all guarantees delivered.CCEE shall also send the Agency the report estimating costs for each auction by the date stipulated for adding each auction’s participation guarantees.In up to 30 consecutive days after holding the auction, the Chamber shall show details of expenses incurred, and forward all documents and information requested by ANEEL.

The distribution agents shall present the form and the model by May 30, 2011 on the Ministry of Mines and Energy web site (ww.mme.gov.br).(GL/FA)
