Tomorrow (2/23) the period for sending contributions to the proposal for establishing an optimal capital structure and cost of capital for defining the revenue cap for 2011 transmission auction winners. The directorate of the Brazilian Electricity Regulatory Agency (ANEEL) approved setting up Public Hearing no.008/2011 today (2/22).
The methodology used by the Agency for defining future concessionaire remuneration rates is the Weighted Average Cost of Capital- WACC, together with the Capital Asset Pricing Model – CAPM, used to project the cost of own capital.The cost of third party capital is estimated from financial benchmarking.
The result of the hearing may already impact the first transmission auction this year, projected for the end of April, if the hearing process is concluded in enough time.The auction shall include Basic Network undertakings and the implementation and expansion of associated substations and transmission installations of exclusive interest of Generation Plants for shared connection (ICG)*.These ICG are needed to flow the wind energy sold in alternative source and reserve energy auctions of August 2010, which resulted in contracting 1,206.6 MW of power installed in Bahia, Ceará and Rio Grande do Norte.
