It was approved today (15) during the board meeting of the National Energy Agency (ANEEL), the opening of a public hearing to discuss changing the date of the rate review and adjustment ofEmpresa Força e Luz Urussanga Ltda. (EFLUL). The extension of the term of the current rates of the company, following the transfer, will also be discussed at the hearing.
The company requested the date change from March 29 to August 14, with the aim of linking its annual adjustment to the periodic rate review and update process of the Company (CELESC), the distributor responsible for supplying energy of EFLUL.
Contributions may be sent 17-24 March to the e-mail address ap012_2011@aneel.gov.br . EFLUL serves the city of Urussanga, Santa Catarina (SC).
The amendment will modify the timing of adjustments and revisions adopted by ANEEL, which builds upon the signing of concession contracts signed with companies. In the current calendar, besides EFLUL, there are adjustments by Ampla Energia e Serviços S/A, which comes into force today , and Empresa Força e Luz João Cesa Ltda, scheduled for March 30.
The annual adjustment is one of three mechanisms for updating the rates specified in contracts signed between companies and the Union in order to maintain the economic-financial balance of the concession. The others are the rate review process (RTP) and the Extraordinary Review. RTP happens on average every four years, while the extraordinary review may occur at any time, as long as there is an imbalance justified from the grant or if there is the creation of a new sector charge, for example.
These mechanisms are applied to allow the power rate to be fair and enough for consumers to cover costs of service with the quality level established by ANEEL. Moreover, investments should pay the admittedly necessary investments, encourage increased efficiency and quality of services provided by the concessionaire and ensure comprehensive care to the market, irrespective of geographical distinction or income.
