The board of the National Energy Agency (ANEEL) approved at the public meeting on March 15th, to reopen public hearing no. 040/2010, with proposed methodology and criteria to be adopted in calculating the maximum level of non-technical losses of energy to be admitted to each distributor in the third rate review cycle of companies.
The objective of the decision is to allow the dissemination of technical note no. 031/2011, which brings the result of analysis of the contributions in the first phase of the hearing.
The methodology must signal the ongoing search for greater efficiency in combating non-technical losses by the distribution of electricity, from energy theft, errors or lack of measurement.
Fixing the limits of this type of loss in the rate review should take into account factors that are not manageable by the company such as the socioeconomic characteristics of each concession area, and at the same time, those related to the inefficiency of the distribution in the fight against non-technical losses. Thus, the regulatory treatment must contain adequate incentives for the concessionaire to adopt best practices in the commercial management of their losses.
The third cycle of periodic rate review of electricity distributors will occur between 2011 and 2014. For its implementation, it is necessary to establish methodologies and criteria for defining the general economic financial and the X factor. The methods were grouped in seven cases, one of which deals with non-technical losses and unrecoverable revenue of companies. The six others will also have the second phase of public hearing and after consideration of submissions received in the first phase.
