Rules on international interconnections go to public hearing

It starts on Thursday (03/24) and ends on April 28 the deadline for contributions to Public Hearing No. 014/2011, which presents a proposal for regulation of transmission facilities of electric power for the international interconnections, in accordance with Law no. 12.111/2009.
The law provides, among other things, that such power transmission facilities granted to international interconnections as from January 1st, 2011 and connected to the basic network will be object of concession of public transmission service by bidding in competitive bidding or auction, preceded by International Treaty.

The draft resolution also establishes parameters for equalization among facilities that have not gone through the bid process and those that are auctioned, including the case of revenue. The Allowed Annual Revenue (RAP) for the dealers of future assets will be driven by competition or auction. In the case of existing ones, the idea is that the RAP is calculated from a frame compatible with the regulatory coverage of operational costs and return on prudent capital.

The proposed rule also addresses other issues, such as additional fees calculated for specific use of such facilities. Contributions may be sent to the e-mail ap014_2011@aneel.gov.br.
