The National Energy System Operator (ONS) and the Trade Chamber (CCEE) should have this year the criteria laid down in Resolution no. 406/2010 of the National Energy Agency (ANEEL) to supply electricity to Argentina and Uruguay. The decision was made yesterday (03/22) at the public meeting of the board of ANEEL.
The Resolution by ANEEL regulates other standard, Resolution No. 3/2010 of the National Energy Policy (CNPE), which provides, among other items, the supply of electricity (subject to interruption) to the two countries, provided they do not endanger the electro energetic safety of the National Interconnected System (SIN).
By the guidelines of the CNPE, the power supply can be from a thermal source, and not used in electro energetic assistance of the SIN, and from hydroelectric power source, through turbinable poured energy or due to drawdown (lowering of the water stored) of tanks of the interconnected system.
The rule also provides that the thermal energy and that originated from turbinable spillagewill not need to be returned by importing countries, which should bear all costs of operation. However, the exported energy that has as its source the release from the reservoirs of the SIN must be returned in full, plus the losses of occurring producibility.
The standard is based on the principle of cooperation among peoples and the goal of economic, political, social and cultural integration of Latin America, provided in art. 4, section IX and single paragraph of the Constitution. In 2010, Brazil exported 144.20 average Megawatts (MW) of power for Argentina and 1.67 average MW to Uruguay.
With the decision, the ANEEL resolution is apt to be used again if the same guidelines by the CNPE are kept. (PG/GL)
