Hearing on transmission facilities starting operations was open

Fonte: ANEELFrom today (03/31) to May 3, interested parties can send contributions to Public Hearing No. 016/2011 in the documentary exchange mode. The goal of the National Energy Agency (ANEEL) is to obtain subsidies and additional information to propose a regulation establishing the criteria and conditions for facilities under the responsibility of transmitters to start commercial operations, and then be integrated into the National Interconnected System (SIN).

The regulation should enhance the current process, among other things, the criteria and conditions for facilities to start commercial operation, with distinction between provisional and final commercial operation. It should also establish the way release terms will be issued and the responsibility of the National System Operator (ONS) in issuing them.

In the current process, there is the sorting of commercial operation in two types: temporary, as in the Temporary Release Term (TLP), and the final one, as in the Final Release Term (TLD). In both cases, the transmitters receive full payment of Allowed Annual Revenue (RAP). However, as intermediate cases may occur, which vary with the types of disputes, in the proposed regulation the full payment of the RAP would not apply.
