The financial compensation for the use of water resources for power generation to municipalities, states and the Federal Government totaled R$176 million in March 2011 and R$479.34 million in the first quarter of the year.

In March alone, 663 municipalities in 21 states, plus the Federal District and the Federal Government, received R$144.11 million in Financial Compensations for Use of Water Resources (CFURH), while the transfer of R$31.9 million in royalties (financial compensation payable by the Itaipu Dam) reached 341 municipalities in five states, plus the Federal District and the Federal Government.

In the quarterly balance sheet* R$384 million in CFURH and R$95.3 million in royalties were distributed. Minas Gerais is the state that received the highest financial compensation, with R$34.95 million distributed among 149 municipalities and the State Government in the period. Paraná and São Paulo occupy the second and third places, with R$19.66 million to the State Government and 66 municipalities and R$19.08 million to the State Government and 191 municipalities, respectively.

Regarding royalties, the bulk of the resources are intended to Paraná, which received R$36.29 million to be distributed among 46 municipalities. Minas Gerais occupies the second place, with R$3.28 million to the State Government and 91 municipalities.

Municipalities received 45% of the collection, while another 45% was intended to the States governments. The amounts can be applied in healthcare, education and security programs, but not to offset debts – unless the creditor is the Federal Government – or to pay staff.

The Federal Government received the remaining 10%, which will be distributed to the National Water Agency (ANA), the National Fund for Scientific and Technological Development (FNDCT), and the Ministries of Environment, Water Resources, and the Legal Amazon (MMA), and Mines and Energy (MME).

Collection and distribution of the compensation and royalties are carried out by the Brazilian Electricity Regulatory Agency (ANEEL). The results can be monitored through the reports published on the Agency’s website, at www.aneel.gov.br, in Technical Information, Financial Compensation, Reports.
