The executive board of the National Energy Agency (ANEEL) approved last Tuesday (12) the opening of a public hearing to discuss methodologies to be applied in the first round of rate reviews of cooperatives.

The rate reviews are planned for 2012, 2013 and 2014, definition occurred after the agency finalized the process of regularization of 38 rural electrification cooperatives, through granting of permission for the provision of public electricity distribution. The methods include improving the following themes: rate repositioning, X Factor*, power outage, own generation, other revenues and other mechanism to change the discounts. The items were made with reference to the regulatory costs of electricity distribution concessionaires and adapted to the reality of permit holders.

One proposal under discussion, for example, is to discard the model of business reference and basis of remuneration to make the implementation process in the tariff more comprehensive and objective. Other principles that must be observed in the rate review are the incentives for efficiency and low tariffs, the reduction of asymmetric information and more transparency and reproducibility.

*X Factor is an index set by ANEEL at the rate review time. Its role is to pass on to consumers the estimated productivity gains arising from the concessionaire, coming from market growth and increased consumption of existing customers. Thus, the mechanism contributes to a lower tariff.
