Deadline for submission of contributions to Hearing 40 ends on 04/26

         The deadline for submission of contributions to the Public Hearing 040/2010, which addresses the calculation of the maximum level of non-technical losses of energy to be admitted in the 3rd round of tariff revision, was extended until next Tuesday (04/26). Resubmission will be necessary due to the occurrence of technical problems concerning the e-mail address the public hearing and, therefore, the board authorized resubmission of contributions that were not received in the original period (March 16 to April 16). Contributions may be submitted to the e-mail: ap040_2010@aneel.gov.br.

          The purpose of the public hearing is to allow the publication of Technical Note 031/2011, which brings the result of the analysis of contributions received in the first stage of the hearing.

          The methodology should signal the ongoing search for greater efficiency in fighting non-technical losses by electricity distribution companies, arising from energy theft, errors or lack of measurement.

          Fixing the limits of this type of loss in the tariff revision should take into account factors that are not manageable by the company, such as the socioeconomic characteristics of each concession area, and, at the same time, those related to the distributors’ inefficiency in fighting non-technical losses. Thus, the regulatory treatment should contain adequate incentives for concessionaires to adopt best practices in the commercial management of their losses.

          The third cycle of periodic tariff revisions of electricity distributors will occur between 2011 and 2014. For its implementation, it is necessary to establish general methodologies and criteria for defining the economic and financial balance and the X Factor*. The methodologies were grouped in seven cases, one of which addresses non-technical losses and unrecoverable revenue of companies. (PG/FA/GL)
