Electric power supply through collective or individual generation systems in isolated communities and villages is under public hearing (PH 20/2011). The objective is to discuss the procedures and conditions for supply in these places, characterized by the dispersion of consumers and lack of economies of scale for power distribution.
Currently, service in these communities is only intended for individuals and the idea is to propose a collective system, where, for example, wind farms are installed to serve everyone, with lower costs. The proposal is targeted at all villages in Brazil or places where there are difficulties to extend the network, such as the Pantanal from Mato Grosso and several islands. The major focus, however, are the isolated peoples in the Amazon region.
The draft resolution, available in the hearing process, breaks new ground in serving these communities, such as the use of booklets, electronic payment systems or pre-payment of invoices on a monthly, bimonthly, or quarterly basis. The proposed rule also intends to provide meter installation in consumer units that have estimates of consumption equal to or less than 30 kilowatt hours (KWh) in order to reduce the existing costs requiring the presence of the distributor to perform routine activities.
Another idea is to allow the concessionaire, if unable to provide 24-hour services, to implement reduced daily periods of supply in the places served by Isolated Electricity Generation and Distribution Mini-System (MIGDI). Another item provided is not charging for the cost of availability to the consuming units served by the MIGDI or by Individual Electricity Generation Systems with Intermittent Sources (SIGFI).
