The board of the National Energy Agency (ANEEL) has approved a public hearing with proposed amendment to the  Normative Resolution No. 427/2011. The goal is to simplify the procedures for calculation of Value Added Tax on Goods and Services (ICMS) of the Social Integration Program (IPS), Training Program of the Civil Servants Asset (PASEP) and Contribution to the Social Security Financing (Cofins) in the Total Cost of Generation. This cost is refunded by Fossil Fuel Consumption Bill (CCC)* to electricity distributors. The hearing started today (04/27) will receive contributions in writing until 05/27.

Among the topics proposed in the hearing there is the inclusion, in the Total Generation Cost, of the value regarding the ICMS recorded in the invoices of sale of fuel in proportion to the amount of fuel which is recoverable in the month of competence.

* The Fuel Consumption Bill (CCC): is a charge that subsidizes the cost of total power generation in isolated systems, mainly in the North. The Bill, introduced by Law No. 5899/1973 and recast by Law No 12.111/2009, is collected in monthly installments by the distribution companies and free consumers. Paid by all energy consumers in the country, the CCC is an item of cost of the rate.
