In May, four distributors will undergo an annual tariff adjustment, according to the timetable of the Brazilian Electricity Regulatory Agency (ANEEL), which takes into account the anniversary date of the concession agreements signed by the companies. The readjustment of the four concessionaires will be submitted to a public meeting of the board tomorrow (05/03) and will come into force on 05/10. They are: Caiuá Distribuidora S/A, Empresa Elétrica Bragantina S/A, Companhia Nacional de Energia Elétrica (CNEE), and Empresa de Distribuição de Energia Vale Paranapanema S/A. In calculating the annual tariff adjustment, the Agency strictly follows the formula set out in the concession agreements, which takes into account the company’s cost variation during the reference period. The formula includes typical costs of the distribution activity, which encompass the IGP-M and the X Factor*, as well as other costs not necessarily included in the inflation index, such as power purchased from generators, transmission charges, and industry charges.
In compliance with Act 8.631/1993, companies submit economic information and an index with the adjustment requested. The data, released on ANEEL’s website, are used as reference for the Agency’s technical analysis. Since the calculation follows a contractual formula, the result of the adjustment does not depend on the amount reported by the companies and, therefore, can be above or below the request. The economics area proposes the adjustment, which is submitted for approval by the board, at public meetings.
Throughout 2011, ANEEL approved adjustments of 19 distributors, 14 of which were lower than requested and five were higher, as shown on the table available here.
The application and the annual adjustment and the tariff revision, either periodically (on average every four years) or extraordinarily, is provided in the concession agreements signed between the companies and the Federal Government through ANEEL.
