In May, four distributors underwent annual rate adjustment, according to the timetable of the National Energy Agency (ANEEL), which takes into account the anniversary date of the concession contracts signed by the companies. The readjustment of the four concessionaires will be submitted to the public meeting of the board tomorrow (05/03) and will come into force on 05/10. They are: Caiuá Distribuidora S/A, Empresa Elétrica Bragantina S/A, Companhia Nacional de Energia Elétrica (CNEE) and Empresa de Distribuição de Energia Vale Paranapanema S/A. In calculating the adjustment indexes, the Agency considers the variation in costs that the company had during the reference period. The formula includes typical costs of distribution activity, which focuses on the IGP-M and the X Factor*, and other costs that do not necessarily accompany the inflation index, such as power purchased from generators, transmission charges and industry charges.
In obedience to Law no. 8.631/1993, companies forward economic information and an index with the readjustment pleaded. The data, released at the site of ANEEL are used as reference for the technical analysis of the Agency. As the calculation follows contractual formula, the result of the adjustment depends on the amount reported by companies and, therefore, can be above or below the poll. The area offers the economic adjustment, which is subject to approval of the board, in public meetings.
Throughout 2011, ANEEL approved increases of 19 distributors, only two (Mococa and Ampla) were higher than the election, if the election of the index with an average increase of the average adjustment granted is composed. If the average effect election is compared with the average effect granted, 14 of 19 adjustments were smaller than the poll and five were in excess (Mococa, Ampla, Santa Cruz, Santa Maria and CPFL Paulista).
The application and the annual adjustment of the rate review is planned in concession contracts signed between companies and the Federal Government through ANEEL.
