The compensation for the use of water resources for power generation to cities, states and Union totaled BRL 167.4 million in April 2011 and BRL 646.8 million in the whole year (January to April).
In April alone, 663 cities in 21 states and the Federal District and the Union received BRL 138.1 million by way of Compensation for Use of Water Resources (CFURH), whereas the transfer of BRL 29.3 million in royalties (financial compensation payable by the Itaipu plant) reached 341 cities in five states and the Federal District and the Union. In the first four months of the year, the cities received BRL 522.1 million for CFURH and BRL 124.7 million in royalties.
Cities are 45% of the collection, whereas other 45% goes to the states. Money can be applied in health programs, education and security, but not to shoot down debts, unless the creditor is the Union, not even for staff payment.
The Union receives the remaining 10%, which are distributed to the National Water Agency (ANA), the National Fund for Scientific and Technological Development (FNDCT) and the Ministries of Environment, Water Resources and Legal Amazon (MMA) and Mines and Energy (MME).
The collection and distribution of compensation and royalties are the responsibility of the National Energy Agency (ANEEL).
