The board of the National Agency of Electrical Energy (Aneel) approved today (05/10) the announcement of the first auction of transmission of 2011, scheduled for June 10 at the headquarters of the BM&FBovespa in São Paulo. Transmission Auction no. 001/2011 is divided into three lots of projects with a total length of 430 kilometers (km), investments of BRL 750 million and generate 4,500 direct jobs. The sum of the Annual Revenue Allowable (RAP)*, which is the top remuneration of the winning companies, is BRL 93.6 million. Check here facilities for each lot.
The hiring of the auction concessions for projects that will integrate the Basic Network of the National Interconnected System (SIN), in conjunction with Transmission Facilities of exclusive Interest of the Central Generation (ICG)** who marketed energy in reserve power auctions (no. 05/2010) and alternative sources (no. 07/2010).
The ICG are required for the disposal of wind energy sold in auctions of alternative sources and energy reserve, of August 2010, which resulted in the hiring of 1206.6 MW of installed power in Bahia, Ceará and Rio Grande do Norte.
Systematics of the auction – The financial offer with the value of the Annual Revenue Allowed (RAP) for each lot must be submitted in a sealed envelope by the participant. If the difference between the lowest bid and other bids is greater than 5%, the lowest bidder wins the tender. If the difference is less than or equal to 5% or if there is a tie among the lowest bids, there will be a speakerphone round, in which the auctioneer may set minimum amounts to be provided between a bid and others. The winner will be the bidder submitting the lowest value. In the case of any bidder bidding through speakerphone, the winner will be who has submitted the lowest per envelope. If there is a tie in figures submitted by envelope without speakerphone, the winner will be determined by lottery promoted by the director of the session.
Guarantees – To participate in the auction, bidders will bring guarantee of 1% of investment value estimated by ANEEL. The Performance Bon is contributed only by the winners of the auction, replacing the previous guarantee. It corresponds to 5% of investment value and must be picked up until two days before signing the contract.
Schedule – On the schedule of the notice to be published in the Official Journal of 05/11, the instruction manual will be announced on 05/16 and the meeting for clarification of the procedures of the auction will be held on 05/19, from 3PM to 5PM in Brasilia. Requests for clarification of the announcement can be made up to 05/25 and answers will be manifested until 06/03. Those interested in visiting existing facilities for the auction must submit the request until 06/03 and the deadline for completion of the visits end in 06/06. Registration can be made from 8AM of 06/07 to 2PM of 06/08. The period of contribution for (online) bid is from 9AM of 06/07 to 4PM of 06/08. For guarantees that do not have digital certification and guarantees appointed under deposit account, the delivery must be made at the BM&FBovespa, until 4PM of 05/08.

The documents that support the event are available on the Agency's headquarters in Brasilia (DF), located in SGAN Quadra 603, Módulo I, Térreo, Protocolo Geral, from 8AM to 6PM. *Annual Revenue Permitted (RAP) – is the annual revenue that the transmitter is entitled for the provision of public service broadcasting to users, from the entry into commercial operations. Its value is that obtained as a result of the auction, with annual update by the Consumer Price Index (IPCA) of the Brazilian Institute of Geography and Statistics (IBGE) and a review every five years under a concession contract.
** TRANSMISSION FACILITIES OF EXCLUSIVE INTEREST BY GENERATION UNITS FOR SHARED CONNECTION (ICG) – Facilities and transmission equipment, not part of the BASIC GRID and the other transmission facilities, made to access the shared character of power generation from wind, biomass or small hydroelectric power plants to the BASIC GRID.
