Starting today (05/11) the National Energy Agency (ANEEL) receives contributions for Public Hearing No. 027/2011 on the approval process of the budget of the National System Operator (ONS), referring to the cycle from July 2011 to December 2012. For this period of 18 months, the ONS has proposed a total budget of BRL 772.52 million, of which BRL 598.76 million relate to items costing BRL 96.63 million for the Action Plan and BRL 27.12 million for acquisitions and improvements.
Currently, the ONS budget cycle is one year from July to June next year, but the institution has requested ANEEL to a change in time, in order to align it to the cycle of Usage Rates of Transmission System (TUST). The measure improves the estimates of spending on transmission charges and avoids additional plots in revenue to be collected in the next cycle. For this reason the proposal under court hearing is for 18 months, of which the next six months (July-December 2011) represents a transition period, and the other 12 (January-December 2012) is equivalent to the new budget period.
The regulation and inspection of the ONS is the responsibility of ANEEL, as provided for in Decree No. 5.081/2004. Likewise, it is the responsibility of ANEEL to approve the annual budget for the ONS, as provided in Resolution No. 373/1999. The process is always preceded by public hearing. The ONS is a private institution, responsible, among other things, for planning and programming of the operation and centralized dispatch of power generation in the country to obtain the optimal operation of the National Interconnected System (SIN).
