The minutes of the announcement of Auction Generation No. 02/2011 A-3* goes under public hearing today (05/12). In the event, scheduled for July, the loan of energy from new generation projects will be offered, with hydroelectric, wind sources and biomass natural gas-based thermal power plants, with supply starting on March 1, 2014. On 05/26, there will be onsite session of the hearing, in the headquarters of the National Energy Agency (ANEEL), in Brasilia (DF).
An important change in relation to the edicts of the recent generation auctions (No. 04/2010 and No. 07/2010) was the readjustment of the text to better clarify the participation of foreign companies. This participation may be given alone or in association with mandatory leadership exercised by the Brazilian company. Foreign companies that have participated in isolation and that will become winners in the auction will create a Special Purpose Company (SPC), under Brazilian law, to receive a grant of authorization.
The auction will be conducted over the Internet. The electricity generated will be an object of Contract Energy Trading in the Regulated Environment (CCEAR) in terms of availability and amount of energy.
Energy contracts have undergone significant changes in the sense of granting greater clarity to obligations of the parties, buyers (dealers) and sellers (generators).
The document follows the guidelines for the auction, published in Ordinances No. 113/2011, 160/2011 and 289/2011 of the Ministry of Mines and Energy – MME. The auction system will be that defined by the MME 299/2011.

*Since the supply start date of the energy will happen in 2014, the auction is named A-3. The events, whose supply happens within five years, are classified as A-5.
