Energy consumers received BRL 360.24 million in compensation for outages in energy supply in 2010. 94.89 million compensations were paid for the breach of individual indicators of Outage Duration per Consumer Unit (DIC), Equivalent Outage Frequency per Consumer Unit (FIC) and Maximum Duration of Continuous Outage per Consumer Unit (DMIC).
The data contained in the consolidated balance sheet by the National Energy Agency (ANEEL) as from the information forwarded by 61 distribution utilities in the country. The data submitted by companies are subject to verification by the Electricity Surveillance Superintendence (SFE).
The largest number of compensation occurred in the Southeast, with 35.48 million payments totaling BRL 111.88 million, but the total value of compensation in the Northern region in 2010 exceeded that of the Southeast. Consumers in the Northern Region were compensated by BRL 114.5 million upon 18.58 million of payments. Check here the amount of compensation and the amount paid by region and distribution utility.
The individual limits of continuity DIC, FIC and DMIC have become more demanding since January 1, 2010 with the publication of Resolution no. 395/2009 , which made the revision of the Procedures for Distribution of Electrical Energy in the National Electric System (Prodist). The Prodist regulates the relationship among electricity distributors and consumers and generators connected to distribution systems.
By rule, the distribution concessionaires failed to pay a fine for breach of collective continuity index (DEC and FEC). Thereafter, the amount payable by the distribution utilities in transgression of the individual indicators has become larger, which is paid in full to consumers, who had exceeded their limit. Compensation must be credited to the invoice within two months after the settlement period (computation period is the month where there were outages). (DB/GL)
