ANEEL performed more than 1,700 inspections in 2010

Throughout 2010, the National Energy Agency (ANEEL) conducted 1,770 inspections in the generation, transmission and distribution and economic and financial areas, with virtually total performance (98.53%) of the authorized budget for this activity. Check out the inspections that occurred last year.

In generation, there were 786 inspections, of which 486 in plants in operation and 293 in plants under construction or extension. Of generators in operation, 479 were inspected on site. In addition, all plants were monitored in the deployment at distance, routine activity of the Agency, which monitors bimonthly reports of work progress. There were also two inspections carried out in the National System Operator (ONS) and the Commercialization Chamber (CCEE). In addition, the Program of Research & Development (R&D) had four inspections. These activities are conducted by ANEEL or servers in a decentralized manner, by inspectors from regulatory convened agencies. 

In the transmission, there were 67 actions against target of 60. Of this total, 56 were on-site inspections of facilities and other 11 for monitoring. Among the actions, 30 were in operation as strategic facilities in the National Interconnected System (SIN). These inspections, known as Operation and Maintenance, aim to periodically inspect the main transmission facilities in the country. Thirteen inspections have occurred in other works and transmission lines and substations of the basic network, chosen from the routine monitoring of all works in progress, which in 2010 totaled 523. There were also 12 incidents motivated by inspections and nuisance, among other types. The inspections ​​in the transmission are only made directly, because the activity cannot be decentralized to state regulatory convened agencies. 

In the distribution, there were 251 inspections, 20 more than the initial forecast of 231. Of the total, 82 went to check, onsite, the quality of supply and marketing of energy and 69 were indicators of duration and frequency of outages, by monitoring. Other 47 actions were designed to verify the indicators of telemarketing, also by monitoring. Within the programs of R&D and energy efficiency, there were nine checks, plus four in the universalization program, five on energy losses, three on stress levels and 18 possible, for emergencies or meeting demands, and 14 from various other types. Of the total inspections, 112 were made ​​directly by ANEEL and 139 by convened state agencies. 

The economic and financial audits reached 666, compared with estimates of 689. Of this total, 62 actions were to investigate economic, financial, management and compliance, of which 17 by onsite inspection and 45 by monitoring. Another 117 were to validate elements of economic and financial agents for the process of updating pricing or bidding. Validation of actions, 63 were for monitoring and 54 were made ​​onsite. Also monitored, through documentary, were 487 claims for prior consent from the trade agents of the energy sector, of which 452 were approved and 35 denied. The vast majority of inspections, 661, was conducted by ANEEL, while five were implemented by convened state agencies. 

On general balance, the 1770 inspections accounted for 88.72% of the initial estimate. The difference between the goal and actions taken should be to improve these processes by the Agency to obtain more effective results. "Although there were fewer shares, we made ​​a more effective control. We prioritized the inspection in operating plants and in transmission lines and strategic substations in operation, avoiding, for example, inspecting, for several times, the same work in progress," says the Director-General of ANEEL, Nelson Hübner.
