The ombudsman of the National Energy Agency (ANEEL) and the 11 convened state agencies recorded 10 million visits from 2000 until April this year. On average, there are six thousand calls a day to the Call Center, as well as requests by letter, fax, in person, email and chat. The ombudsman represents an important channel for the rights of consumers of electricity, because it deals with several cases from complaints and requests for information on complaints related to the sector.
Annually, the ombudsmen of the industry hold the National Meeting of the Ombudsmen for the Electricity Sector (ENOSE), with the goal of empowering these professionals to serve consumers effectively. This year, the X ENOSE, will be held in Caxias do Sul (RS), Wednesday (06/08) to Friday (06/10), with the participation of ombudsmen of utilities in the country. Among the topics to be discussed, are the main points of Resolution No. 414/2010 , which deals with the rights and duties of consumers of electricity, including discussions of case studies of ombudsmen of utilities across the country and lecture on the 3rd cycle of rate revisions.
The opening of the event, on Wednesday (06/08), will be made by the Director Ombudsman of ANEEL, André Pepitone da Nóbrega, with participation of the chief executive of Rio Grande Energia (RGE), Luis Henrique Ferreira, Superintendent of the Administrative Sector Mediation of ANEEL, Alex Sandro Feil, President of the National Ombudsmen Forum of the Power Sector, José Alves Tolentino, and the philosopher and professor of ethics at the University of São Paulo (USP), Clovis de Barros Filho.
About 90% of the distribution utilities of electricity have an ombudsman and of those, 65% were created for more than five years. In March this year, Aneel held a public consultation, with the aim of discussing the rules on the ombudsman of the utilities and permit holders of public electric energy distribution. In all, 14 contributions were received by officials of industry, consumer defense associations and the PROCON. A draft resolution will be submitted to the Agency board, which could make a decision or put the matter in public hearing to be deepened. (PG/GL/DB)
