São Paulo – The first transmission auction of 2011 had an average discount of 53.27%*. As a result, the total Annual Allowed Revenue **, which is the ceiling to be paid by winning companies for the operation of projects will fall from R$93,600,820.00 to R$49,859,743.00. Lot A, won by the Extremoz Consortium (CHESF and CTEEP), had the largest discount in relation to the estimated RAP of 57.99%. Lots B and C, won by Companhia Hidro Elétrica do São Francisco (CHESF) had discounts of 26% and 36%, respectively.
The director of the Brazilian Electricity Regulatory Agency (ANEEL), André Pepitone, in a press conference after the auction, remarked the importance of competitiveness of the bidding process to enable lower tariffs. “Consumers are the ones that will benefit from it, as they will pay less for the transmission, as reflected in the tariffs”, he explained. Another significant factor highlighted by the director was that the projects auctioned will help increase the injection of 1,206 megawatts (MW) of power based clean energy sources (wind power). “This is a differential of Brazil – the inclusion of energy from renewable sources for the country’s growth," he said.
Three lots were auctioned for projects with a total length of 440 kilometers (km), investments of about R$750 million, and generation of 4,500 direct jobs. Check out the results of Lots A, B,and C.
The three lots will integrate the Basic Networkof the National Interconnection System (SIN), along with the Transmission Facilities of Exclusive Interest of Shared Connection Generation Centers (ICG)*** for the flow of energy sold at the reserve (05/2010) and alternative sources (07/2010) energy auctions.
The ICGs are required for the flow of wind energy sold in alternative sources and reserve energy auctions dated August 2010, which resulted in the acquisition of 1,206.6MW of installed power in Bahia, Ceará,and Rio Grande do Norte.
Systematics of the auction –The financial proposal with the value of the Annual Allowed Revenue (RAP) for each lot is submitted in a sealed envelope by the participant. If the difference between the lowest bid and other bids is greater than 5%, the submitter of the lowest bid wins the tender. If the difference is less than or equal to 5% or if there is a tie between the lowest bids, there is a voice round (via speakerphone), in which the auctioneer may set minimum amounts to be submitted between the bids. The bidder submitting the lowest amount wins the tender. In the event that no bidder submits a bid in the voice round, the bidder that submitted the lowest bid via envelope wins the tender. If there is a tie in amounts for bid submission via envelope without any bids in the voice round, the winner is determined by a draw promoted by the director of the session.
Guarantee– To participate in the auction, bidders submit a guarantee of 1% of the investment amount estimated by ANEEL. The Full Compliance Guarantee is submitted only by the winners of the auction, replacing the previous guarantee. It corresponds to 5% of the investment amount and should be submitted up to two days prior to the signing of the agreement.

The supporting documents of the auction are available on the Agency’s headquarters in Brasília (DF), located at SGAN Quadra 603, Model I, Ground Floor, General Protocol, from 8:00 AM to 6:00 PM.
