Cooperative rate revision is discussed in hearing

The onsite session of Public Hearing No.. 019/2011, which deals with the methodologies to be applied in the first round of rate revisions of cooperatives, was held today (22) in the auditorium of the National Energy Agency (ANEEL). In all, 82 people attended the meeting and 18representatives from cooperatives throughout the country showed their proposals for rate revisions for the years 2012, 2013 and 2014.
Dates were set after the agency had finalized the process of regularization of 38 rural electrification cooperatives, through granting of permission for the provision of public electricity distribution. Read more about regulation of cooperatives.
The methodologies include the improvement of the following subjects: rate adjustment, X factor *, power outage, own generation, other revenues and mechanism to change the discounts. The items were constructed with reference to the regulatory costs of the electrical power distribution and adapted to the reality of permit holders.

One proposal under discussion, for example, is to drop the business model and reference-based compensation to make implementation in rate processes more comprehensive and objective. Other principles that must be observed in the rate revision are the incentives for efficiency and lower rate, the reduction of asymmetric information and more transparency and reproducibility.

*X Factor is an index set by ANEEL at the time of rate revision. Its role is to pass on to consumers the estimated productivity gains resulting from the utility market growth and increased consumption of existing customers. Thus, the mechanism contributes to lower rates.
