Transmission auction in September will generate BRL 2.8 billion in investments

The board of the National Energy Agency (ANEEL) approved on Tuesday (08/02) the notice transmission auction to be held at 10am on September 2 in Sao Paulo, at BM&FBovespa. The document will be published in the Official Journal on Wednesday (08/03). In Transmission Auction No. 004/2011 12 lots of lines will be offered, with 2,051 kilometers (km), and substations, with 6900 MVA, which will demand investments of BRL 2.8 billion in 13 states. Check here the lots. 

The enterprises that make up Lot E of the auction and previously joined Lot D of Auction No. 008/2010-ANEEL, which was removed after it was identified the need to review the extent of 230 kV Cascavel Oeste–UmuaramaTransmission Line, supported also by postponement of the needed date of the project from 2011 to 2013. The installation of Lot D was also previously bid integrating Lot E of Auction No. 008/2010-ANEEL, but on occasion there was no bidder for this lot. The project was reviewed and will be re-bid in this auction. 

Fourteen lines and 11 substations in the states of Roraima, Para, Mato Grosso, Goias, Parana, Minas Gerais, Piauí, Pernambuco, Bahia, Rio de Janeiro, São Paulo, Alagoas and Paraíba will be bid. The sum of the maximum Annual Revenues Allowed (RAP)* to be paid to entrepreneurs, determined in the notice is BRL 341.2 million. The winners will be the bidders who submit the lowest RAP value per lot. 

Systematic of the Auction – The financial proposal with the value of the Annual Revenue Allowed (RAP) for each lot must be submitted in a sealed envelope by the participant. If the difference between the lowest bid and other bids is greater than 5%, the lowest bidder will be the winner. If the difference is less than or equal to 5% or if there is a tie among the lowest bids, there will be a speakphone round, in which the auctioneer may set minimum values ​​to be provided between a bid and others. The bidder submitting the lowest value will be the winner. In the case of any bidder bids on speakerphone, the winner will be who submits the lowest value per envelope. If there is a tie in values ​​presented by envelope on speakerphone, the winner will be determined by a draw promoted by the director of the session. 

Guarantees – To participate in the auction, bidders will bring a guarantee of 1% of investment value estimated by ANEEL. The Performance Bond is contributed only by the winners of the auction, replacing the previous guarantee. It corresponds to 5% of the investment and should be contributed within two business days before the signing of the contract. 

Schedule – By the schedule of the announcement, which will also be published in the Official Journal on Wednesday (08/03), the instruction manual will be announced on 08/08. Requests for clarification of the announcement can be made ​​until 08/17 and answers will be announced until 08/26. Those interested in visiting existing facilities on the auction must submit the request until 08/26 and the deadline for completion of the visits ends on 08/29. Registration can be made ​​from 8am on 08/30 to 2pm on 08/31. The deadline for bid of (online) supply security is from 9am on 08/30 to 4pm on 08/31. For securities that do not have digital certification and guarantees outlined under bond account, the delivery should be made ​​at BM&FBovespa, until 4pm on 08/31.

*Annual Revenue Allowed (RAP) – it is the annual revenue that the bearer is entitled to for the provision of public transmission service to users from the start of commercial operations of the facility. Its value is that obtained as a result of the auction, with annual update of the Consumer Price Index (IPCA) of the Brazilian Institute of Geography and Statistics (IBGE) and review every five years under a concession contract.
