ANEEL reopens hearing on transfer of Reserve Power Agreements

The Brazilian Electricity Regulatory Agency (ANEEL) decided to reopen the public hearing on the regulation of the mechanism of transfer addressed in the Reserve Energy Agreements (CER), Biomass sources, and penalty that is addressed in the sole paragraph of Article 7 of Decree 6.353/2008. This new stage of the hearing provides for a new section in the draft resolution, to be name, “Transitional Provisions”, with guidelines relating to the annual assignment for years 2011 and 2012.

During the first period of contributions for the audience, the Electricity Commercialization Chamber (CCEE) proposed that the monthly application of the transfer of power/ballast and reserve power should be considered only after the implementation of the new Accounting and Liquidation System. The Chamber believes that the current system lacks the features appropriate for operation, also hindering the release of the data involved in the calculations for the agents. Therefore, it suggested that the investigation, for the year 2011, be held in the standards defined in ANEEL Order 3,605, of 11/24/2010.
