The financial compensation for the use of water resources for power generation in municipalities, states and the Union, including royalties (financial compensation payable by the Itaipu Plant) reached BRL 166.4 million in July 2011, totaling BRL 1.1 billion in the year (January-July).
In July, 663 municipalities in 21 states and the Federal District and the Union received BRL 136.7 million by way of Compensation for Use of Water Resources (CFURH), while the transfer of BRL 29.7 million of royalties reached 341 municipalities in five states and the Federal District and the Union
Municipalities keep 45% of the collection, whereas other 45% go to the states. The money can be applied in health, education and security programs, but cannot be used to shoot down debt or to pay staff, unless the creditor is the Union.
The Union receives the remaining 10%, which are split among the National Water Agency (ANA), the National Fund for Scientific and Technological Development (FNDCT) and the Ministries of Environment, Water Resources and Legal Amazon (MMA) and Mines and Energy (MME).
The collection and distribution of compensation and royalties are the responsibility of the National Energy Agency (ANEEL).
