The public hearing to discuss the revision of Normative Resolution 129/2004 starts this Thursday (08/11), about the refund of fuel for power plants using domestic coal. The proposal under discussion is to encourage the modernization of these plants and improve its mechanism for reimbursement of the Development Account (CDE). There will be onsite section of the hearing on September 29, 2011, from 2pm to 6pm, in the Agency's headquarters in Brasilia (DF).
For the revision of the best results obtained, such as the efficiency of generating facilities running on coal in Brazil, the Agency found the operating condition of the plants and, in the first half of 2008, visited all the coal power plants existing in the country at the time, including some of its mines, concentrated in the South region.
The technological backwardness of the generating plants, coupled with the prices of coal and the type of operation used in most of the mines, brings economic loss to the CDE by high consumption of coal, as well as damage to the environment due to air emissions from power plants.
The CDE was created on April 26, 2002, by Law no.10,438, to encourage the energetic development of States and the competitiveness of energy produced by the coal country, in areas served by the interconnected systems, with duration of 25 years. Through this account, the repayments in fuel costs of coal-fired power plants are made nationwide.
