The board of the National Energy Agency (ANEEL) approved on Tuesday (08/09), a public hearing to put forward proposals to reduce barriers for the installation of micro* and mini** distributed generation and encouraged the promotion of change in the discount of use rate of transmission and distribution systems (TUST and TUSD) for solar power plants. The hearing may receive contributions as today (08/11) to 10/14. In October 6 there will be an onsite session at the headquarters of ANEEL.
The proposal on micro and mini distributed generation aims to create the Energy Clearing System. This system works as follows: when the energy generated exceeds the consumption in a given month, the balance will be used to bring down consumption in the bill of the following month, keeping the availability cost***. Credits generated expire after 12 months.
According to the proposal, distributors will have until 180 days after the publication of the resolution to prepare or review technical standards to address the access to micro and mini distributed generation encouraged, with reference to the Procedures for Distribution of Electrical Energy in the National Electrical System (Prodist), Brazilian standards and, in a complementary way, international standards.
Another important theme in hearing is the encouragement to the installation of solar photovoltaic power. The proposal is to amend Normative Resolution nº 77/2004 to raise the discount on the TUSD and TUST from 50 to 80% in the first 10 years of operation of the plant, to generating plants with up to 30 megawatts (MW) of power injected. After 10 years, the discount would return to 50%.

* Distributed Micro Generation Encouraged: Electric energy generating center, with installed capacity less than or equal to 100 kW and that uses energy source encouraged (solar, wind, biomass, hydro and qualified cogeneration) directly connected to the low-voltage network of the distributor through consumer unit facilities.
*** Availability Cost: In accordance with Normative Resolution No. 414/2010, the availability cost of a three-phase consumer unit is the currency equivalent to 100 kWh.
