ANEEL promotes two energy auctions this week

The National Energy Agency (ANEEL) will hold on Wednesday (08/17) and Thursday (08/18), two energy auctions: Energy Auction no. 02/2011 (A-3*) and no. 03/2011 (Reserve), respectively. The contests will be operationalized by the Energy Trade House (CCEE), in São Paulo. The Energy Research Company (EPE) enabled 321 enterprises to participate in contests, which means total planned installed capacity of 14,083 megawatts (MW).

For Auction No. 002/2011 (A-3), the starting price for the Availability Products (wind and thermal power based on biomass or natural gas) and Quantity (hydroelectric sources) will be BRL 139.00 per megawatt/hour. The Reference Price of SHP Jirau-Extension, will be BRL 102.00/MWh. Finally, the Reference Price of the small hydropower plants (SHP) will be BRL 139.00/MWh.

The initial price of energy of Energy Auction no. 003/2011 (Reserve) will be BRL 146.00/MWh. The price is unique because the projects will compete with the same product, in the quantity modality. 

In Energy Auction no. 02/2011 (A-3), recruitment of energy from new ventures to generate hydro, wind and thermal sources based on biomass or natural gas will be offered with supply beginning on March 1, 2014. The auction will take place on the internet and electricity generated will be subject to Energy Trading Contract in Regulated Environment (CCEAR), in availability** and quantity*** modalities of energy. 

Energy Auction no. 03/2011 (Reserve) provides for the hiring of energy from wind and biomass sources, with supply beginning on July 1, 2014. The event will also happen through the Internet, but the power negotiated will be subject to Energy Reserve Contract (CER) in the amount of energy per mode.

Entrepreneurs must choose which auction the energy from each wind farms will be negotiated. However, for biomass plants without grants (new plants or their extensions), there is the possibility of dividing the amount of energy and participating in two auctions.

* As the date of commencement of energy supply will happen in 2014 (three years from now), the auction is called A-3. The early contests whose supply starts in five years are classified as A-5.
** Under the contracts available, the seller gets a fixed income from the buyer, equivalent to one twelfth (1/12) of annual revenue, and unit variable cost (CVU) on the fuel consumption when the plant is dispatched (i.e., when the plant generates power by decision of the National Electric System Operator).
*** In contracts by quantity, the seller receives the buyer's value for the amount of energy contracted in the auction.
