The board of the National Energy Agency (Aneel) approved today (08/16) in a public meeting, the transfer of the authorization of thermal power plants (TPP) MC2 João Neiva S.A. and TPP MC2 Joinville S.A. of the Bertin Group for company MPX Energia S.A. Changes in the location and the technical characteristics of the enterprises were also approved.
The projects were awarded to companies TPP MC2 João Neiva S.A. and TPP MC2 Joinville S.A., incorporated in the form of Special Purpose Entities (SPE). Both plants were granted to be installed in the municipalities of Nova Venécia and João Neiva, in Espírito Santo, using natural gas as fuel regasified from Liquefied Natural Gas (LNG), with 330 megawatt (MW) of installed capacity and 233.3 average MW of physical security.
With the change of authorization, the plants will make up project Parnaíba for thermoelectric generation based on pressurized gas, in Santo Antônio dos Lopes, Maranhão, with total planned installed capacity of 1,800 MW, to be implemented gradually until 2014.
The project will be implemented in the form of a "cluster", with several plants located adjacently within the same site, which will be inserted in the TPPs MC2 Joinville and MC2 João Neiva, which started to be established, each, of two gas-based turbine generating units, totaling an installed capacity** of 337.6 MW and reported a net power*** of 333.76 MW.
MPX dismissed the 60-day period to fulfill the order of dispatch of plants by the National System Operator (ONS), due to changes in fuel supply logistics.
As for effects on the marketing of energy caused by the new location, which entail a change in the Southeast submarket of plants in the Northeast, the Agency estimated that associated with the anticipation of the dispatch, there will be a reduction in the Cost Benefit Index (CBI*) of plants, from 146.00 R$/MWh to 140.32 R$/MWh, which makes the change beneficial to the consumer market. (FA/GL)
* Cost Benefit Index (CBI) – (Auction): Value calculated by the system, expressed in reais per megawatt-hour (R$/MWh), which will be the bid price for bids from other sources. (MME Ordinance No 59, April 10, 2007 (Official Journal of April 11, 2007, section 1, p. 50)
** Installed capacity: raw capacity that determines the size of the generating station for purposes of licensing, regulation and supervision, defined as the sum of the nominal active electrical power generating units of the unit. (Resolution no. 425/2011)
*** Net Power: maximum active electric power (kW) available from the generating plant, defined in net terms at their point of connection, i.e., the gross power generated minus consumption ancillary services and losses in connection system of the generating unit and proven by generation data or "performance test." (Resolution no. 425/2011)
