The electricity sector has two good practice manuals developed by the Ibero-American Association of Energy Regulators (ARIAE), which the National Energy Agency (ANEEL) is a member of and occupies the second vice presidency, represented by director Edvaldo Alves de Santana. Best Practice Recommendation Documents were released last April, during the annual meeting of the association, which in 2011 happened in Santo Domingo, Dominican Republic.

The manuals, written in Spanish, are the result of more than a year of work of a group of experts from several countries, responsible for developing the proposals that were approved at the general meeting this year: Best Practice Recommendations for Regulators and Best Practice Recommendations for the regulated companies in the Ibero-American context. Check  here the two documents.

The preparation of the documents came from the perception of the great economic and social responsibility of a regulatory agency and the ethical commitment to the regulated companies and to society. The recommendations were listed in a participatory manner among the members of the ARIAE and are guided by values such as respect, probity, efficiency, suitability, truthfulness, honesty, transparency and accountability. The goal was to unify guidance to all actions associated with regulatory bodies.
The Ethics Commission of ANEEL evaluated the documents before its adoption, and supported the initiative of the ARIAE to publish them, identifying total convergence with the assumptions and guidelines of our own Code of Ethics of the Agency.

The ARIAE was incorporated in 2000, initially restricted to regulators in the electricity sector, but has extended its activities to other segments of electricity. It now brings together 19 Latin American countries: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Spain, Guatemala, Honduras, Mexico, Nicaragua, Panama, Peru, Portugal, Dominican Republic, Uruguay and Venezuela, and the regulator of the Central American market, the Regional Electric Interconnection Commission (CRIE).

The ARIAE is a forum for communication among experts and practitioners from regulatory bodies in order to promote the exchange of experiences and share knowledge, professional training and cooperation in activities of common interest, among other actions. Learn more about the ARIAE. (GL/OC)
