The average discount at Transmission Auction no.004/2011 held this Friday (9/2), by the Brazilian Electricity Regulatory Agency (ANEEL), at BM&FBOVESPA headquarters in São Paulo was 22.74%.That means the revenues for business owners from exploitation of investments will be smaller than initially projected, contributing towards energy tariff modicity.The average Permitted Annual Revenue (RAP)* obtained after the start of enterprise operations will be R$ 263,660,972.00, compared to R$ 341,269,260.00 projected initially.
"The result of this tender crowns the success of the Brazilian auction model, which has even been exported to other countries,” affirmed the general director of ANEEL, Nelson Hübner.“It is our objective to always seek lower tariffs and provide greater competitiveness to the sector,” evaluates the director.He says the reduction in values
obtained after the tender is “extremely positive for Brazilian society”.
In relation to the discount, the director underscored that, excluding the result for Lot A, sold at the price proposed by the Agency, the average discount would have been 35%, equal to the level achieved at previous tenders.He explained that the difficulty in carrying out the works is due to its location, in Indigenous lands.
The 12 lots offered were disputed by 16 companies and six consortiums and all were negotiated.Three of them (A, G and H) were sold practically at the RAP price set by ANEEL, which contributed towards an average discount for this auction lower than the discount observed in other tenders.The lot with the highest discount was K, at 48.99%, won by the Companhia de Transmissão de Energia Elétrica Paulista (CTEEP).
Overall, Companhia Hidro Elétrica do São Francisco (CHESF) won the tender for lots G, H and I, but it also participated in the Garanhuns Consortium, which won Lot L, in partnership with Companhia de Transmissão de Energia Elétrica (CTEEP).Separately, CTEEP won Lot K. Centrais Elétricas do Norte do Brasil S/A (Eletronorte) won lots B and C, but it participated in the Boa Vista Consortium, together with Alupar Investimentos S/A, which purchased Lot A. Furnas Centrais Elétricas S/A got Lot D. The Costa Oeste Consortium, comprised of Copel Geração e Transmissão and Eletrosul Centrais Elétricas AS, won Lot E, while Orteng Energia Ltda. bought Lot F. Isolux Energia Participações S/A won Lot J.
The 12 lots offered are comprised of 2,051 kilometers (km) of transmission lines and substations with 6900 Mega-volts-amperes (MVA) of power.The new installations will demand investments of around R$ 2.8 billion in 13 states, generating 11.6 thousand direct jobs.The deadline for conclusion of the works will be 18 to 36 months and the concession contracts will be for 30 years.
The maximum Permitted Annual Revenue (RAP)* to be paid the businesses, as determined in the edict, is R$ 341.2 million.Those tenderers who present the lowest RAP value per lot will be declared the winners.
The 12 lots contain 14 transmission lines and 12 substations in the state of Roraima, Pará, Mato Grosso, Goiás, Paraná, Minas Gerais, Piauí, Pernambuco, Bahia, Rio de Janeiro, São Paulo, Alagoas and Paraíba.See here for details on the lots.
The enterprises that comprise Lot E were previously part of Lot D and Auction no.008/2010-ANEEL, which was removed from that tender after identifying the need to review the extension of the 230 kV Cascavel Oeste–Umuarama Transmission Line, further supported by postponement of the date by which the enterprise would be needed from 2011 to 2013. Installation of Lot D was also tendered previously as part of Lot E, Auction no.008/2010-ANEEL, but on the occasion there was no tenderer for the lot.The enterprise was reevaluated and it will be part of this auction’s tender.
Timetable – According to the edict timetable published in the Official Daily Gazette of 8/3, the winning tenderers should deliver the documents for the qualification phase on September 13, from 9:00 am to 2:00 pm, at BM&FBovespa, in São Paulo.On the 23rd, ANEEL’s Special Tender Commission (CEL) will disclose the qualification result.Ratification of the result and awarding of the concession are projected for October 11, 2011. The deadline for delivery of the timetable and the installation construction budget is November 10, the date on which the documents of the Specific Proposal Society (SPE) or the transmission concessionaire, required for approval and for the concession contract shall be delivered.Approval may occur up to 30 days after delivery of these documents.Two workdays prior to the date to be set for signing the concession contract, the business owners should deliver the guarantee of faithful compliance.

*Permitted Annual Revenue (RAP)– is the annual revenue to which the transmitter will have rights for providing the public transmission service to users, starting with the commercial operations at the installations.The value is the one obtained as a result of the auction, updated annually by the Broad-based Consumer Price Index (IPCA) of the Brazilian Institute of Geography and Statistics (IBGE) and reviewed every five years, as per the terms of the concession contract.
