R&D Magazine: Project brings proposal for allocating transmission losses

Company proposes an allocation model of responsibilities for losses in transmission

In order to create a model to investigate the contribution of each agent for the losses in power transmission, researchers of AES-Tietê and Engenho Pesquisa, Desenvolvimento e Consultoriahave created a system by which it is believed to be possible to distinguish the losses that are due, in fact, to the use of the system (which are up to the generator) of those unintended ones, associated with the services provided to the system and that, at first, would not be the responsibility of the supplier. According to the researchers, the current model causes dissatisfaction, because existing methods have limitations that create distortions: the benefits or losses for each agent are not related to its ability to generate or mitigate losses, but to its location in the system or even to the criteria that depend on orders not always realistic. To solve this problem, it proposed an innovative, simple, complete and transparent model for the fair and efficient allocation of transmission losses. The methodology of the model allows each agent to understand and validate the allocation of losses, by separating use and service and creating appropriate accounting and reimbursements. To accurately measure the contribution of each agent to the system losses, the researchers developed a model with a criterion of apportionment based on four characteristics: fair (each agent pays according to their contribution), complete (the costs should be fully recovered), transparent (the criteria should be known by everyone) and realistic (the calculations must faithfully reflect the reality of the system). Thus, according to the authors, casuistry and questionable approaches that contribute to the lack of consensus among agents would be avoided.
