CLIC Energia publishes the seventh of the 30 projects selected for the Revista de R&D 4th Edition, launched on 08/17 during the Sixth Congress of Technological Innovation in Electric Power (CITENEL) and Second Seminar on Energy Efficiency in the Electricity Sector (SEENEL), held in Fortaleza (CE). The seventh article, of the Companhia Hidro Elétrica do São Francisco (CHESF), was a survey designed to observe the socio-economic benefits received by the municipalities directly affected by the flooded areas of the reservoirs of hydroelectric plants. Study reveals socio-economic benefits to municipalities affected by hydroelectric plants

Research developed by Companhia Hidro Elétrica do São Francisco (Chesf), in partnership with the Federal University of Pernambuco (UFPE) and MGF Consulting, found that there are socio-economic benefits to municipalities directly affected by the flooded areas of the reservoirs of hydroelectric plants. Municipalities were surveyed in the five Brazilian regions, where there are the reservoirs of Xingó (NE), Tucuruí (N), Serra da Mesa (CO), Nova Ponte (SE) and Itá (S). To determine the benefits it has created a specific indicator, called the Local Sustainable Development Index (IDLs), consisting of four dimensions: life quality, education, quality of municipal management and economic dynamism. To assess the impact of hydroelectric reservoirs, 17 municipalities were analyzed. In each region were compared two cities: one directly affected by the reservoir and another in the same region with similar characteristics, but without the flooded area. Also studied were the cities where the local management of the plant, called the base municipalities, are located. Data were collected on the four dimensions of development that make up the IDLs by examining the association between their presence and higher levels of local development. The survey found that municipalities with areas flooded by reservoirs, in general, have different socio-economic benefits from other municipalities in the region, according to results in three of the five plants studied: Xingó, Tucuruí and Itá. In two plants (Serra da Mesa and Nova Ponte), municipalities directly affected showed no socio-economic benefits superior to other municipalities in the region for reasons related to the quality of local administration, confirming, only partially, the hypothesis of work. The work also demonstrated that there is a concentration of socio-economic benefits in the base municipalities. Through the research, we hope to contribute to improve the responsiveness of local hydropower projects.
