3rd Cycle: Agency encourages companies to have more efficient operating costs

One of the innovations of the methodology of the 3rd cycle of periodic rate revisions, approved on Tuesday (11/08) by the executive board of the National Energy Agency (ANEEL), is the replacement of the reference business model, used in previous cycles to set the values ​​of the operating costs of the distributors. 

The board decided to adopt efficient operational cost parameters based on the average performance of companies in the last cycle, adjusted by inflation, because of the increase in consumer units, consumption in megawatt/hour and the distribution network. 

Operating costs include expenses such as survey of consumer units, employee salaries, cost of reading and delivery of invoices, among others. In the 3rd cycle, instead of estimating the value of each of these items, ANEEL will adopt operating costs associated with an average efficiency level. 

Starting with the comparison of business performance, ANEEL reached the average productivity gains of 0.782%, which is used as a reference for the definition of operating costs of each distributor. The efficiency ranking of companies is published in the Rate Revision Procedures (PRORET), available on the ANEEL website (www.aneel.gov.br) or  here . 

The less efficient firms will have a lower level of operating costs recognized in the rate, i.e., regardless of their actual costs, the Agency will accept a smaller percentage of each adjustment. 

The chief rapporteur of the case, Romeu Rufino, said the goal of the Agency is to encourage companies to adopt more healthy management practices, focusing on efficiency, which will reduce rates to consumers.

Operating costs comprise the sub-module 2.2 of PRORET. Sub-module 2.1, on Operational Procedures, the first item to be voted on, was also approved by the board. (AP / GL)
