The board of the National Energy Agency (ANEEL) approved on Tuesday (11/08), the methodology for the calculation of the productivity index (X factor) of distributors for the 3rd cycle of periodic rate revisions to be implemented from 2012 to 2014. This index passed along to the average productivity gains of the distributor, considering the trajectory of operational costs, and, from this cycle, it starts to encourage the improvement of supply quality of the distributor.
This is possible by creating an indicator to reflect the quality of energy supplied in the rate. Thus, if the service gets worse from year to year, this indicator (called Xq) increases and the annual adjustment to the consumer may get smaller. On the other hand, if the quality improves, the index decreases and the rate drops less. The aim is to encourage ANEEL distributors to invest to provide better service and make energy quality more consistent with fees charged.
ANEEL also includes incentives through the X factor for companies to seek more efficient operational costs (costs related to the operation of the distributor). Whennecessary, trajectories of operating cost values will be established, being admitted to the composition of the rates of companies that practice the efficiency rate that are out of average defined by the Agency, which also contributes to a fairer rate level, with less impact to the consumer.
The submodule on the X factor was the fifth to be voted on. (FA/GL)
