The board of the Brazilian Electricity Regulatory Agency approved on Tuesday (11/8) the sub-module on non-technical losses of the new methodology for the 3rd cycle of Periodic Tariff Revisions, to be implemented from 2012 (effective as from 2011) to 2014. The non-technical losses account for the power not billed as a result of theft and fraud.
 
According to the reporting judge of the case, director Edvaldo Santana, the average loss level in Brazil is 13% of the total power, equivalent to nearly R$7 billion. “It is as though the two hydroelectric dams on the Madeira River (Santo Antônio and Jirau) were built only to meet these losses”," said the reporting judge in his vote during the meeting.
 
After the board’s decision, the essence of the rules applied in the previous tariff revision cycle (2007 to 2010) will be maintained, i.e. ANEEL defines, through comparison between the distributors, an efficient loss level to be recognized in each company’s tariff.
 
However, the non-technical loss trajectories will be redefined taking into account the best performances achieved by the companies. The complexity study to combat losses and set the potential speed for loss level reduction for distributors with similar characteristics was also improved. The combat against losses contributes to lower tariffs.
 
The non-technical losses impact society with higher costs of energy purchase, fewer paying consumer units, and less tax money collected due to the decrease in the power billed. The reporting judge of the case, director Edvaldo Santana, said during the meeting that the issue of non-technical losses is a weak spot for the performance of the Brazilian electricity sector.
 
On Wednesday (11/9), the board will continue the meeting aiming at the approval of new rules for the 3rd Cycle, to define the subjects “other revenues” and “private power generation”. (GL/DB)
