The board of the National energy Agency(ANEEL) extended the term of Public Hearing No. 62/2011 from 11/13 to 12/02 this year. The audience for this documentary exchange discusses about the proposed rulemaking procedures for reporting of serious incidents in energy generation facilities, as well as possible suspension of the operational status of the project.
The draft proposed sets out the mandatory reporting of all serious incidents to ANEEL. Upon receipt of this information, the Generation Audit Superintendency (SFG) of the Agency will consider the need to suspend the operation of the generating unit or power generating plant. If one chooses to suspend the operational situation, ANEEL will notify the agent, who will have 10 days to forward appeal. After analysis of the manifestations of the company, the Agency will evaluate the appropriateness of issuing an administrative act suspending the operational situation.
The concept of serious incidents in the regulation was interpreted as "prolonged unscheduled downtime." The intention was to establish a definition that leaves no doubt to the agents about the events that must be reported. These prolonged unscheduled downtimes were limited to 240 hours for any generating unit or 72 hours for the electric power generating plant (a set of all generating units). These periods were defined as history of occurrences of monitoring unit monitoring the generation of the Agency.
