Public Hearing no.049/2011, which deals with the transfer of public illumination assets from companies to municipalities, held this Thursday (11/17) in São Paulo, counted on 130 participants, including mayors, councilmen, distributor representatives and electric sector worker union representatives.There were 20 exhibiters about the theme at the Electricity Workers’ Union auditorium in the Liberdade district of São Paulo.
The hearing, promoted by the Brazilian Electricity Regulatory Agency (ANEEL), has been held in several cities, and there is one projected for Belo Horizonte (MG) next 11/24. The Agency wants to hear society about the transfer of public illumination assets from the companies to the municipalities, as per article 218 of Resolution no. 414/2010.
In article 218, ANEEL stipulated the deadlines for distributors to prove the sending of proposals for the transfer of public illumination assets to municipal authorities in their concession area, as determined in the constitution.
Some participating municipal representatives claim the lack of conditions to assume administration of such assets.A study conducted by ANEEL last June shows that 63.8% of the country's municipalities are already responsible for the assets, whereas in the remaining 36.2% the transfer still needs to be carried out.See the asset ownership situation here.ANEEL director Edvaldo Alves de Santana, who presided over the hearing, states the Agency is complying with the constitution by projecting the transfer of these assets.
Since the mayors have been indicating a lack of financial conditions in the municipalities to incur public illumination infrastructure maintenance costs, the Agency decided to suspend the deadline until conclusion of the public hearing on 12/9. Read more here.
