The board of the National Energy Agency (ANEEL) approved, on Tuesday (11/22), the expansion of the list of activities that generate "other income" to distributors and which will be partially transferred to the low rates. In the previous revision cycles, only part of the revenues received by sharing infrastructure was captured in favor of the consumer. The Board's decision refers to the penultimate module of the methodology of the 3rd cycle of periodic rate revisions, to be practiced from 2012 to 2014.
Some of the revenues that will be valid to reduce the rate partially are:
– Billable services (those provided by the distributor to the consumer, such as visits and pruning of trees);
– Connection charges (fees charged by the distributor using the facilities for connection or connection points);
– Advice;
– Operation and maintenance of activities, engineering and communications;
– Collection of covenants.
The deliberation on the list of activities that generate "other income" to distributors was removed from the agenda of the 42nd ordinary public meeting of 2011, in 09/11, on the 3rd cycle of periodic rate revisions. Chief rapporteur Romeu Rufino, after discussion on the topic, chose to weave more considerations about the inclusion of "other income" of collections for exceeding demand (extra value that the distributor receives when a consumer exceeds the demand established in the contract) and reagent surplus (extra value received by the distributor when a consumer uses reactive power* beyond the levels established by ANEEL, overloading the system). According to Rufino, the two offenses are harmful and undesirable to operate the system, ANEEL should encourage their reduction to increase the efficient use of the network.
Thus, revenues for exceeding demand and reagent surplus start being included as Special Obligations, being used to benefit the electricity distribution system, with consequent impacts on the consumer end. Such revenues are recorded in a specific secondary bill, as of 01/01/2012, and will be transferred to the Special Obligations bill on the next rate revision by the distributor, under analysis.
The values of other revenue will be the sum of the amounts collected in the 12 months prior to the rate revision, except those from exceeding demand and reagent surplus, which have specific treatment, discounting charges and related taxes (net income). Exceptionally, for the seven distributors with rate revision dated as of September 2011, the calculation of chargeable services will be the monthly average values collected between October 2010 and the month of its rate revision, since these revenues were changed from their calculation formulas as of the publication of Normative Resolution No. 414/2010.

* The reactive power, despite not producing work, is necessary for the operation of some equipment such as fluorescent lights, refrigerator, air conditioner, computers, and transformers. As the two types of energy travels in the electricity networks, the smaller the amount of reactive power consumed, the greater the capacity of active energy transit. The relationship between these two forms of energy is given by the power factor, which shows how effective the use of networks is. The higher the power factor (ranging from 0 to 1), the more efficient the equipment or the wiring system.
