The Special Bidding Committee of the Transmission Auction 006/2011 has published on the website of the Brazilian Electricity Regulatory Agency (ANEEL) the Relevant Announcement 01, amending the deadline for submission of qualification documents of the winning bidders of the auction. The auction is being held on 12/16, at 10:00 AM, at the headquarters of BMF&BOVESPA, in São Paulo.
According to the announcement, receipt of the winning bidders’ qualification documents should take place from 9:00 AM, on 12/19, to noon on 12/23, via appointment with BM&FBOVESPA, by e-mail leiloes@bvmf.com.br.
The deadline for ANEEL to respond to clarification requests on the auction’s public noticeends on Friday (12/9). Friday will also be last day for requesting visits to the existing facilities. Online registration at ANEEL’s website for participation in the auction should be made from 8:00 AM on 12/13 to 2:00 PM on 12/14. The bid guarantee contribution, also to be made online, should be from 9:00 AM on 12/13 to 4:00 PM on 12/14. The delivery of guarantees that do not have a digital certification at the BM&FBOVESPA, and of guarantees submitted under escrow accounts, to be made at ANEEL, may be made until 4:00 PM on 12/14.
The auction will take nine lots with 11 transmission lines, totaling 1,378 kilometers (km), and 12 substations with 4,637 megavolt-amperes (MVA) of power. The projects will require R$1.6 billion in investments, generating 8,500 direct jobs. The transmission facilities will be built in ten Brazilian states: Rio Grande do Sul, Santa Catarina, Paraná, Alagoas, Bahia, Sergipe, Rio Grande do Norte, Maranhão, Goiás, and Amazonas. The maximum Annual Allowed Revenue (RAP)* provided by ANEEL for all lots is R$195.6 million – a figure that is expected to drop following the dispute in the auction. The RAP is the remuneration that the winning companies will be entitled to for the provision of transmission services as from the start of commercial operations of the projects. The period of the works will range from 18 to 24 months.
