Strategic R&D in solar energy provides investment of BRL 395.9 million

Published in August 2011, the Call for Strategic Research and Development Project (R&D) 013/2011 – "Technical and Commercial Arrangements for Solar Photovoltaic Generation Insertion in the Brazilian Energy Matrix," received 18 proposals (Check out the list here). The projects, totaling an investment of BRL 395,9 million in a period of three years, were evaluated in November last year by the technical areas of the National Energy Agency (ANEEL) and the Ministry of Mines and Energy (MME) and the Energy Research Company (EPE).

Of the 18 proposals evaluated, one received an unfavorable opinion and should not be performed, eight will be reviewed and reassessed and nine had a favorable opinion and are in the process of hiring for early performance. Although the form of marketing and distribution network connection still depends on ANEEL's regulation, the Call intends to leverage research and studies to prove the viability of this type of source (solar) in Brazil, which is still not competitive.

In the evaluation, ANEEL took into account the assumptions set out in the service call, such as the implementation of a photovoltaic solar plant of 0.5 megawatt-peak (MWp, as measured by the maximum insolation incident on the plates) to 3.0 MWp in addition to the definition of the form in which the entrepreneur will sell its energy in the system and reasonableness of costs.

The biggest investment will be provided by Tractebel Energia, with BRL 60.8 million, followed by Copel GT, with BRL 58.6 million, Furnas, with BRL 48 million, and Chesf, with BRL 44 million. These values ​​are now considering a return for investors who proposed the allocation of resources in the order of 5% to 30%, expecting to recoup the investment when the energy begins to be generated and sold. The recognition of amounts invested takes place after the evaluation of results and proof of expenditures in each project.

The requirement in the application of resources in R&D is provided by law and in the concession contracts, leaving to the regulatory agency to invest in the program, monitor the implementation of projects and evaluate their results. The legislation stipulates that the concessionaires, permittees or authorized distribution, transmission and generation of electricity should applied each year a minimum percentage of their net operating revenue in the R&D Program of the electricity sector.
