Public aims to improve model notice of auction for remote regions

The board of the National Agency for Electrical Energy (ANEEL) approved today (14/02) the launching of a public hearing to collect subsidies and additional information on the model of the notice of auction concerning those which are directed at the service of the Isolated Systems’ remote regions, through the National Program for Universalization of Access and Usage of Electrical Energy Light for All (PLPT).

A first proposal of the model of the notice of auction for energy usage for remote regions has been assessed by the Public Consultation No. 008/2011, which received 86 contributions from five participants, from 26/12/2011 to 13/01. The drawing up of the model meets the requirements of Law No. 12.111/2009, which established a new legal marking in the service of the electrical energy market in the Isolated Systems. The law determined that the concessionaires, permittees and those authorized to distribute electrical energy must attend to the totality of their markets by way of bids, in the modality of competition or auction, to be held, directly or indirectly, by ANEEL.

Decree No. 7.246/2010 regulated Law 12.111/2009, by defining the object of hire: the acquisition of energy and electrical capacity, the rent or acquisition of generating units for operation by distributors and the hiring or provision of services to provide electrical energy in remote regions. MME Ordinance No. 493/2011, in its article 2, determined that bidding may be conducted by the energy distributor, if the models and systematics are approved by ANEEL. According to MME Ordinance No. 600/2010, it will be with the Agency to approve the results of all bidding procedures.
