The notice of Generation Auction No. 001/2012 A-3* was approved today (14/02), during a public meeting of the board of the National Agency for Electrical Energy (ANEEL). The event will take place on 22/03, for the hiring of energy from new generation undertakings with hydroelectric, wind and biomass/natural gas-thermoelectric sources, with commencement of provision from 1st January, 2015.
The auction will be carried out on the Internet, operated by the Chamber of Commercialization of Electrical Energy (CCEE), in São Paulo. Electrical energy generated from hydroelectric sources will be subject to the Commercialization Contract for Energy in Regulated Environments (CCEAR), under the energy form mode. Energy generated by biomass, wind or natural gas sources will be subject to CCEAR, differentiated as per source and by Variable unitary Cost (CVU), equal to or different from zero, under the energy availability mode.
For this auction, 598 projects of electrical energy generation from the Company of Energy Research (EPE) were registered. Altogether, the plants have the installed capacity of 25,850 megawatts (MW). The majority of the projects are connected to wind sources: there are 524 parks, which represent 88% of the entire offer of plants.
The Marginal Reference Cost of the auction will be R$ 112.00 per megawatt-hour (/MWh), the same value of the initial price of the quantity product (hydroelectric source) and of the initial price of the availability product (wind or biomass/natural gas-thermoelectric sources), The reference prices will be from R$ 82.00/MWh for expansion of hydroelectric plants and from R$ 112.00/MWh for other hydroelectric undertakings (PCHs and UHEs with capacity lesser than or equal to 50MW).
The document follows direction for the holding of the auction which was published in Ordinance No. 554/2011 of the Mines and Energy Ministry (MME). The functioning of the auction will be defined through MME Ordinance No. 006/2012.
Concerning the notice of the previous A-3 auction, Auction No. 002/2011 had a series of improvements, among which the following may be highlighted: the inability of the default buyer to perform CCEAR for substitution of contracts of energy purchase in isolated systems; questions relevant to the return of guarantees of participation which have already been realized, for lack of clear notice of auction; and the necessity of establishing deadlines and conditions for the exercising of the right to request revision of marks on physical schedules or on the commencement of provision which are due to delay in the appointing of authorization and not able to be contributed to the selling agent.
There have also been innovations concerning the CCEAR, but specifically in regards to the drawing up of a contract for the regulation of energy purchases originating in biomass-thermoelectric plants with a CVU different from zero. After the alterations, derived from Public Hearing No. 01/2012, the CCEAR of this nature, as per availability for biomass/natural gas-thermoelectric sources, have the following prediction for the staggering of energy provision: two years for undertakings without authorization for natural gas and three years for generating plants which work with biomass with CVU equal to zero.
