The National Energy Agency (ANEEL) responded to the request from Associação Brasileira de Distribuidores de Energia Elétrica (Abradee), asking for the occurrence on November 10, 2009, in the calculation of the Average Interruption Duration per consumer Unit (DEC) and Frequency of Interruptions per Consumer Unit (FEC) indicators to be disregarded. The decision was taken last Tuesday (02/28).
At the time, there was a disturbance in the transmission system, which caused a blackout in several Brazilian states. According to the agency's decision, the blackout was really unpredictable, causing the activation of the Regional Relief Scheme Load (ERAC) to the distributors in the Northeast, Southeast and Midwest. Although ERAC acted in time to preserve much of the Northeast and the Midwest, it was not possible to preserve the states in the Southeast and Mato Grosso do Sul. Given this scenario, the Agency realized that the day should be excluded for calculating the continuity indicators with a view to punishment, since the distributors were not blamed for the occurrence.
The purge, however, does not influence the calculation of compensation values in terms of DIC*, FIC** and DMIC*** indicators. Furthermore, the effects will occur in the historic performance of the distributors, once the interruption occurred and, upon the calculation of the next indicators, it will be possible to give appropriate statistical treatment to embed the data.
