The Brazilian Electricity Regulatory Agency (ANEEL) opened a public hearing today to discuss the review of Organization Norm no. 15, which deals with the classification, treatment and management of public information. Contributions can be sent until 3/30 to ap013_2012@aneel.gov.br.
One of the proposals concerns publicizing inventory studies. The idea is to give differentiated treatment to the matter to eliminate the confidential phase after study approval. The evaluation is that confidentiality contributes towards speculation concerning what will be proposed and this hampers competition and creates a market reserve for those in possession of the information beforehand.
Other suggestions involve the inclusion and improvement of concepts that refer to commissions, activities or documentation in use at the agency, as well as other terms and situations not projected in the current norm, such as implementation of the "Seal of Secrecy".
